Double Peoria Golf Handicap System

So, what is this Double Peoria golf handicap system ? This question struck my mind a couple of weeks ago when I was participating in a golf tournament and the handicap scoring system will be Double Peoria. The first thing that struck my mind was “what is that ?”.
Later, I found out the it is like a “one-day” handicapping system for a tournament. This is something like System36 which is used to determine the player’s handicap for the day and this handicap is applied to the score of the player. There is certain element of “luck” to a certain extent, I think.
This is how it works. Six(6) holes are chosen by the tournament committee at random. These are usually a par 3, a par 4 and a par 5 hole chosen from each nine. That is, 3 holes from front nine and another 3 from the back nine. These are kept as special holes and are not made known to any one outside the tournament committee. The players do not know which are the 6 holes chosen to compute their golf handicap for the day.
The golfers will play their round of tournament as per normal in stroke play scoring. The only exception is that the maximum stroke per hole is double par. That is, for a par 4, 8 strokes is the maximum.
After the rounds are completed, the handicaps for the day for each golfer is computed using this Double Peoria system.
For each player, the total strokes taken for the chosen six holes are computed. This will then be multiplied by 3. Afterwhich, the course par will be subtracted from the computed total. 80% of this total will be the player’s handicap
For example, a player took a total of 32 strokes for the chosen 6 holes. Then, 32 x 3 = 96. If the course par is 72, then 96 - 72 = 24. 80% of 24 = 19. So 19 will be used as the handicap to calculate the player’s nett score.
Let assume the player return a gross score of 103, then his nett score will be 104 - 19 = 85.
